The NSVRC promotes optimal transportation solutions for the Northern Shenandoah Valley Region through our work in Transit Service Planning, Travel Demand Management and Transportation Planning for roadways and other transport alternatives.
Regional Transit Planning In the area of Transit Planning the regional commission is working to expand services linking urban and rural areas, to promote the development of connectivity between public, private and non-profit transportation providers, and to provide transit services in un-served areas.
Travel Demand Management (TDM) Building more roads in response to growth is not always a viable solution given economic, environmental, and other considerations. For this reason Travel Demand Management is encouraged by state and federal governments as a means to save energy, improve air quality and reduce peak period congestion.
Through our efforts in Travel Demand Management the NSVRC seeks to reduce travel demand, specifically single occupancy vehicle travel demand, OR to redistribute demand to less congested times and places. RideSmart administered by NSVRC, is the region's primary tool for addressing Tranvel Demand in the region. RideSmart works to promote carpools and van pools through ride-sharing promotions, matching services and other outreach efforts.

Metropolitan Planning Organization (Win-Fred MPO), a federally mandated
entity responsible for transportation planning in the City of Winchester
and defined urban portions of Frederick County. To learn more about the
Win-Fred MPO and its projects, click on the blue logo below...
